  "text": "(1) The Secretary of State may by order provide for the exercise by the Council of the Isles of Scilly in relation to land in the Council's area of any functions exercisable by a local planning authority under any provision of this Part.\n(2) Before making an order under this section the Secretary of State must consult the Council of the Isles of Scilly.",
