  "heading": "Decision-making by the Panel",
  "text": "(A1) If the members of a Panel with two members disagree as to a proposed decision by the Panel, the view of the lead member is to prevail.\n(1) The making of a decision by a Panel with three or more members requires the agreement of a majority of its members.\n(2) The lead member has a second (or casting) vote in the event that the number of members of the Panel agreeing to a proposed decision is the same as the number of members not so agreeing.",
