  "text": "(1) For the purposes of this Act—\n(a) carrying out development without the planning permission required; or\n(b) failing to comply with any condition or limitation subject to which planning permission has been granted,\nconstitutes a breach of planning control.\n(2) For the purposes of this Act—\n(a) the issue of an enforcement notice; or\n(b) the service of a breach of condition notice,\nconstitutes taking enforcement action.",
