  "text": "(1) The Department must—\n(a) not later than 3 years after the commencement of Part 3 of this Act, and\n(b) at least once in every period of 5 years thereafter,\nreview and publish a report on the implementation of this Act.\n(2) Regulations under this section shall set out the terms of the review.",
