  "heading": "Making and alteration of simplified planning zone schemes",
  "text": "(1) A council may at any time make a simplified planning zone scheme in respect of any area within its district.\n(2) A council may at any time alter—\n(a) a simplified planning zone scheme adopted by it; or\n(b) with the consent of the Department, a simplified planning zone scheme approved by the Department.\n(3) In exercising its functions under subsection (1) or (2), the council must take account of—\n(a) the regional development strategy;\n(b) any policy or advice contained in guidance issued by the Department;\n(c) such other matters as the Department may prescribe or, in a particular case, direct.\n(4) Schedule 1 has effect with respect to the making and alteration of simplified planning zone schemes and other related matters.",
