  "text": "After that section there is inserted—\n“ Urban development corporations.\n12A (1) The Secretary of State may direct that a unitary development plan—\n(a) shall not be prepared; or\n(b) shall not operate,\nin relation to the area of an urban development corporation.\n(2) The Secretary of State may direct that proposals for the alteration or replacement of a unitary development plan shall not be prepared in relation to the area of an urban development corporation.”",
