  "heading": "Provisions coming into force for certain purposes on 6th August 2004",
  "text": "So much of the following provisions of the 2004 Act as confers on the Secretary of State, the Lord Chancellor, the National Assembly for Wales or the Scottish Ministers a power or imposes a duty to make or to make provision by rules, regulations, development order or other order or to give directions, or make provision with respect to the exercise of any such power or performance of such duty, shall come into force on 6th August 2004:\nsections 1 to 3;\nsection 5;\nsection 8;\nsections 10 to 15;\nsection 16;\nsection 17;\nsections 19 to 22;\nsections 24 to 26;\nsections 28 and 29;\nsection 31;\nsections 35 and 36;\nsections 40 to 42;\nsection 44;\nsections 46 to 50;\nsections 52 to 54;\nsection 57;\nsection 59;\nsections 79 to 83;\nsection 88;\nsection 91;\nsections 100 and 101;\nsection 116;\nsection 117(1) to (7);\nsection 118 except subsection (2) in so far as it relates to the Town and Country Planning (Scotland) Act 1997;\nsection 119(1);section 120 except in so far as it relates to the Town and Country Planning (Scotland) Act 1997, to the Planning (Hazardous Substances) (Scotland) Act 1997or to the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997;\nSchedule 1;\nSchedule 2 paragraph 3;\nSchedule 3 paragraphs 6 to 8 and 10 to 12;\nSchedule 6 paragraphs 1, 3, 14, 16, 19, 20, 23, 24, 26, and 27;\nSchedule 7 paragraph 19 and\nSchedule 8 paragraphs 4, 9, 17 and 18.",
