  "text": "In this Schedule—\n“the Convention rights” has the same meaning as in the Human Rights Act 1998;\n“the development plan”—\n(a)includes a development plan for the purposes of paragraph 1 of Schedule 8 (transitional provisions);\n(b)does not include so much of a development plan as consists of a neighbourhood development plan under section 38A;\n“draft plan” has the meaning given by paragraph 1(3);\n“prescribed” means prescribed by regulations made by the Secretary of State.",
