  "heading": "Withdrawal of a local plan",
  "text": "(1) A local planning authority may, at any time before they are required to submit a local plan for independent examination under section 15D, withdraw the plan.\n(2) After a local plan has been submitted for independent examination, the local planning authority may only withdraw the plan—\n(a) if the person appointed to carry out the examination recommends that they do so and the Secretary of State has not directed that it is not to be withdrawn, or\n(b) the Secretary of State directs that the plan is to be withdrawn.\n(3) The Secretary of State may at any time—\n(a) after a local plan has been submitted for independent examination under section 15D, but\n(b) before it is adopted under section 15EA,\ndirect the local planning authority to withdraw the plan.",
