  "text": "(1) Paragraph 6 (special provision as to consents under section 37) is amended as follows.\n(2) In sub-paragraph (1)—\n(a) for “Secretary of State”, in each place it occurs, substitute “appropriate authority”;\n(b) in paragraph (a), for “he”, in both places it occurs, substitute “the appropriate authority”;\n(c) in paragraph (b), omit “his”, in both places it occurs.\n(3) In sub-paragraph (2)—\n(a) in the words before paragraph (a), for “Secretary of State” substitute “appropriate authority”;\n(b) in paragraph (b) for “his opinion” substitute “the opinion of the appropriate authority”.",
