  "text": "(1) Paragraph 3 (objections by other persons) is amended as follows.\n(2) In sub-paragraph (1)—\n(a) for “Secretary of State”, in each place it occurs, substitute “appropriate authority”;\n(b) in the words after paragraph (d), for “he” substitute “the appropriate authority”.\n(3) In sub-paragraph (2)—\n(a) for paragraph (a) (but not including the “but”) substitute—\n“(a) a public inquiry is not required by virtue of paragraph 2(2) or 2A;”;\n(b) in paragraph (b), for “Secretary of State” substitute “appropriate authority”;\n(c) in the words after paragraph (b)—\n(i) for “Secretary of State” substitute “appropriate authority”;\n(ii) for “he” substitute “the appropriate authority”.",
