  "text": "In regulation 68—\n(a) the existing text becomes paragraph (1);\n(b) at the end insert—\n“(2) Where in accordance with regulation 64—\n(a) a plan or project in England is agreed to, notwithstanding a negative assessment of the implications for a Ramsar site, or\n(b) a decision, or a consent, permission or other authorisation, is affirmed on review, notwithstanding such an assessment,\nthe appropriate authority must secure that any necessary compensatory measures are taken to ensure that the overall coherence of the national Ramsar site series is protected.”",
