  "text": "In section 252(12)—\n(a) in the definition of “local authority”—\n(i) after “means” insert\n“ —\n(a) in relation to an area in England,”;\n(ii) in the paragraph (a) created by that amendment, omit “county borough,” and “, community”;\n(iii) after that paragraph insert—\n(b) “in relation to an area in Wales, a county, county borough or community council or a police and crime commissioner;”;\n(b) after the definition of “local authority” insert—\n““local planning authority”, in relation to an area in Wales, means a planning authority within the meaning given by section 7 of the Planning (Wales) Act 2026;”.",
