In section 304A—
(a) in subsection (1)—
(i) for “appropriate authority” substitute “Secretary of State”;
(ii) in paragraph (c), at the end insert “as they apply in relation to England”;
(b) in subsection (3)—
(i) for “appropriate authority” substitute “Secretary of State”;
(ii) for “it” substitute “the Secretary of State”;
(c) omit subsection (5).
