In section 2—
(a) in subsection (1), in the words before paragraph (a), after “county councils” insert “in England”;
(b) omit subsections (1A) and (1B);
(c) in subsections (1C) and (2), omit “or (1B)”;
(d) in subsection (3)(b), omit “or county borough” in both places;
(e) in subsection (4), omit “or (1B)”;
(f) omit subsections (6A) and (6B).
