If section 139 of LURA 2023 is not in force—
(a) in section 205(1), after “imposition” insert “in England”;
(b) in section 206(4)—
(i) in paragraph (a), after “council” insert “in England”;
(ii) omit paragraph (b);
(c) omit section 206(5)(b) and the “and” before it.
