  "text": "In this Part—\n“BID arrangements” has the meaning given by section 33;\n“BID proposals” has the meaning given by section 38;\n“business improvement district” has the meaning given by section 33;\n“local authority” means a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994 (c. 39); and\n“prescribed” means prescribed by regulations made by statutory instrument by the Scottish Ministers.",
