  "text": "(This note is not part of the Regulations)\nThese Regulations amend Schedule 4 of the Planning (Hazardous Substances) Regulations (Northern Ireland) 1993 to reflect the amended modifications of the enforcement provisions of the Planning (Northern Ireland) Order 1991 (“the 1991 Order”) introduced by the Planning (Amendment) (Northern Ireland) Order 2003.\nParts 1 and 2 of Schedule 4 list provisions of the 1991 Order and modifications of those provisions which are applied for the purposes of hazardous substances control. Part 3 sets out those provisions as modified.",
