The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in the exercise of the powers conferred on them by sections 4, 5(1), 7, 8, 11(2),(7), 17(2), 21(2),(3), 24(4), 25, 26A, 28(1), 30, 39(2) and 40(1) of the Planning (Hazardous Substances) Act 1990, and of all other powers enabling them in that behalf, hereby make the following Regulations:
