  "text": "In the case of hazardous substances with properties giving rise to more than one classification, for the purposes of these Regulations the lowest controlled quantities apply. However, for the application of the rule in note 5, the lowest controlled quantity for each hazard group under note 5 corresponding to the classification concerned must be used.",
