  "text": "Nothing in these Rules shall be taken to require or permit closed evidence to be disclosed to a person other than—\n(a) the inspector;\n(b) the planning appeals commission;\n(c) the Department;\n(d) the appointed representative; or\n(e) a person specified, or of any description specified, in the direction.",
