  "text": "(1) The Town and Country Planning (Scotland) Act 1997 is amended as follows.\n(2) After Part 1 insert—\n“PART 1ZA\nPurpose of planning\nPurpose of planning\n3ZA (1) The purpose of planning is to manage the development and use of land in the long term public interest.\n(2) Without limiting the generality of subsection (1), anything which—\n(a) contributes to sustainable development, or\n(b) achieves the national outcomes (within the meaning of Part 1 of the Community Empowerment (Scotland) Act 2015),\nis to be considered as being in the long term public interest.\n(3) This section applies only to the Scottish Ministers' and planning authorities' exercise of functions under Parts 1A and 2.”.\n(3) Sections 3D and 3E are repealed.",
