  "text": "(1) Regulations may make provision in connection with the preparation, submission, approval, adoption, withdrawal, revision and revocation of a local development order.\n(2) The regulations may, in particular, make provision about—\n(a) notification and publicity;\n(b) consultation with and participation by persons specified in the regulations;\n(c) making and considering representations;\n(d) making documents available for public inspection.",
