  "heading": "Decisions to be made by inspectors",
  "text": "(1) A decision under paragraph 13 is to be made by an inspector instead of by the Welsh Ministers unless—\n(a) the case is of a description specified in regulations, or\n(b) the Welsh Ministers direct that the decision is to be made by them instead of by an inspector.\n(2) A decision made by an inspector is to be treated as the decision of the Welsh Ministers.\n(3) A direction under sub-paragraph (1)(b) must state the reasons for which it is given and must be served on—\n(a) the inspector (if any) appointed to make the decision,\n(b) the authority that made the order, and\n(c) any person by whom a representation or objection has been made in accordance with the notice published under paragraph 10 and not withdrawn.\n(4) At any time before an inspector has made a decision, the Welsh Ministers may—\n(a) revoke the inspector’s appointment, and\n(b) appoint another inspector (a “new inspector”) to make the decision.\n(5) Where by virtue of sub-paragraph (1)(b) or (4) a decision is to be made by the Welsh Ministers or a new inspector instead of by the inspector who was first appointed to make it, anything done by or in relation to the first inspector is to be treated as having been done by or in relation to the Welsh Ministers or the new inspector (as the case may be).",
