  "text": "In this Chapter—\n“plan” (“cynllun”) means a strategic development plan or a local development plan;\n“plan-making authority” (“awdurdod sy’n gwneud cynllun”)—\n(a) in relation to a strategic development plan for an area, means the corporate joint committee for the area;\n(b) in relation to a local development plan for an area, means the planning authority for the area.",
