  "heading": "Power to make further provision about procedures",
  "text": "(1) CIL regulations may include provision about procedures to be followed in connection with CIL.\n(2) Provision about procedure in CIL regulations may, in particular, include provision about—\n(a) consultation;\n(b) the publication or other treatment of reports;\n(c) timing and methods of publication;\n(d) making documents available for inspection;\n(e) providing copies of documents (with or without charge);\n(f) the form and content of documents;\n(g) giving notice;\n(h) serving notices or other documents;\n(i) examinations to be held in public in the course of setting or revising rates or other criteria or of preparing lists;\n(j) the terms and conditions of appointment of independent persons;\n(k) remuneration and costs of independent persons (which may be required to be paid by the Welsh Ministers or by a charging authority);\n(l) other costs in connection with examinations;\n(m) reimbursement of costs incurred by the Welsh Ministers (including provision for enforcement);\n(n) apportionment of costs;\n(o) combining procedures in connection with CIL with procedures for another purpose of a charging authority (including a purpose of that authority in another capacity);\n(p) procedures to be followed in connection with actual or potential liability for CIL.\n(3) The regulations may make provision about the procedures to be followed by a charging authority—\n(a) proposing to begin charging CIL;\n(b) in relation to charging CIL;\n(c) proposing to stop charging CIL.",
