  "text": "(1) A plan-making authority must carry out a review of its plan—\n(a) if, after consideration under section 31, it considers that the plan should be reviewed;\n(b) at any other time specified in regulations.\n(2) The authority must—\n(a) report the findings of the review to the Welsh Ministers, and\n(b) publish the report.",
