  "heading": "Size and composition of committees to exercise functions",
  "text": "(1) Regulations may impose requirements relating to the size and composition of a committee or sub-committee by which a relevant function of a planning authority is to be exercised.\n(2) A planning authority may not arrange for a relevant function of the authority to be exercised by a committee or sub-committee of the authority that fails to satisfy a requirement of regulations under this section.\n(3) If a committee or sub-committee exercising a relevant function fails to satisfy such a requirement, paragraph 43 of Schedule 12 to the Local Government Act (validity of proceedings not affected by vacancies etc.) does not apply in relation to the failure.",
