  "text": "(This note is not part of the Regulations)\nThese Regulations replace the Schedule to the Plant Protection Products (Fees) Regulations 1995 (“the Fees Regulations”) which prescribe fees to be paid to the Ministry of Agriculture, Fisheries and Food in connection with services provided and approvals granted by the Ministry in pursuance of the Community obligations of the United Kingdom (as regards Great Britain) under Council Directive 91/414/EEC, as amended, and supplement the Plant Protection Products Regulations 1995, as amended, which implement the Directive in Great Britain.\nThese Regulations—\n(a) revise the amounts of the fees, to take account of inflation and other factors (the previous amounts are shown in parentheses and in italics in the right-hand column of the Schedule);\n(b) introduce a new fee structure for applications for approval for trial purposes;\n(c) add a further service in respect of which a fee is payable under the Fees Regulations, namely the preliminary examination and evaluation of an application for the official recognition of a test facility or organisation as required by points 2.2 and 2.3 of the introduction to Annex III to the Directive.\nA compliance cost assessment has been prepared in respect of these Regulations. Copies of this assessment can be obtained from the Pesticides Safety Directorate of the Ministry of Agriculture, Fisheries and Food, Room 313, Mallard House, Kings Pool, 3 Peasholme Green, York YO1 2PX. A copy has been placed in the library of each House of Parliament.",
