  "text": "The members of a police authority referred to in paragraph 1(1)(b) or (2)(b) of this Schedule shall be appointed—\n(a) by the members of the police authority appointed under paragraph 2 or 8,\n(b) from among persons on a short-list prepared by the Secretary of State in accordance with Schedule 1C to this Act.",
