  "text": "(1) A person commits an offence if, with intent to deceive, he—\n(a) makes a false certificate under this Part,\n(b) alters a certificate under this Part,\n(c) uses a certificate under this Part which relates to another person in a way which suggests that it relates to himself, or\n(d) allows a certificate under this Part which relates to him to be used by another person in a way which suggests that it relates to that other person.\n(2) A person commits an offence if he knowingly makes a false statement for the purpose of obtaining, or enabling another person to obtain, a certificate under this Part.\n(3) A person who is guilty of an offence under this section shall be liable on summary conviction to imprisonment for a term not exceeding six months or to a fine not exceeding level 5 on the standard scale, or to both.",
