  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1991/2484 and is being issued free of charge to all known recipients of that Statutory Instrument.\nPOLICE\nMade 21st November 1991\nLaid before Parliament 26th November 1991\nComing into force 1st December 1991\nIn exercise of the powers conferred upon me by section 33 of the Police Act 1964, and after taking into consideration the recommendations made by the Police Negotiating Board for the United Kingdom and furnishing the said Board with a draft of the Regulations in accordance with section 2(1) of the Police Negotiating Board Act 1980, I hereby make the following Regulations:",
