These Regulations shall come into force on 1st February 1992 and shall have effect for the purposes of regulation 3(3), (4) and (5) as from 20th March 1991; but regulation 53 shall continue to apply as it had effect immediately before the coming into force of these Regulations in relation to any move which took place before 20th March 1991.
