  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 5th November 2001\nLaid before Parliament 6th November 2001\nComing into force 27th November 2001\nThe Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by sections 50(1) and (4), 81(2) and (3), and 105(2), (3) and (4) of the Local Government Act 2000, and of all other powers enabling him in that behalf, having carried out such consultation as is required by virtue of section 49 of that Act, and being satisfied that this Order is consistent with the principles for the time being specified in an order under section 49(1) and (4) of that Act, hereby makes the following Order:",
