  "text": "Each selection panel shall consist of five members,\n(a) three of whom shall be appointed by the members of the police authority for the area;\n(b) one of whom shall be appointed by the Secretary of State; and\n(c) one of whom shall be appointed by the members of the selection panel appointed under sub-paragraphs (a) and (b) from a list of candidates prepared by the Secretary of State.",
