  "text": "POLICE\nMade 24th October 1988\nLaid before Parliament 31st October 1988\nComing into force 1st December 1988\nIn exercise of the powers conferred upon me by section 35 of the Police Act 1964, and after taking into consideration the recommendations made by the Police Negotiating Board for the United Kingdom and furnishing the said Board with a draft of the Regulations in accordance with section 2(1) of the Police Negotiating Board Act 1980, I hereby make the following Regulations:",
