  "text": "POLICE\nMade 23rd March 1989\nLaid before Parliament 5th April 1989\nComing into force 2nd May 1989\nIn exercise of the powers conferred on me by section 44 of the Police Act 1964, and after consultation with the three Central Committees of the Police Federation for England and Wales sitting together as a Joint Committee, I hereby make the following Regulations:",
