  "text": "(1) Regulation 2 of the 1996 Regulations is amended as follows.\n(2) In paragraph (1) the following definition is inserted in the appropriate place—\n““HPD scheme” means a scheme for the time being recognised by the Secretary of State for the purposes of these Regulations as the high potential development scheme;”.\n(3) In paragraph (3)(c) on each occasion where “fourteen” occurs substitute “eighteen”.",
