  "long_title": "These Regulations amend the Police (Promotion) Regulations 1996 (“the Promotion Regulations”) to allow a police constable who is on temporary promotion to the rank of sergeant while undertaking a work-based assessment for substantive promotion to that rank, and who is taking part in the High Potential Development Scheme (“the HPD Scheme”), to undertake the initial written examination for promotion to the rank of inspector. At present, the Promotion Regulations prevent any police constable temporarily promoted to the rank of sergeant from taking the inspectors’ written examination.",
