  "text": "(This note is not part of the Order)\nThis Order brings into force the provisions of the Police Reform Act 2002 set out in article 2 on 2nd December 2002. The provisions set out in article 3 are brought into force on that date in certain police areas only. The provisions set out in article 4 are brought into force on 1st January 2003 and those in article 5 on 3rd February 2003.",
