  "text": "(1) The Secretary of State must—\n(a) review the operation of this Part, and\n(b) prepare and publish a report on the outcome of the review.\n(2) The report must be published before the end of the period of 3 years beginning with the day on which this Part comes into force.\n(3) The Secretary of State must lay the report before Parliament.",
