  "text": "(1) Section 101 (arrangements for discharge of functions by local authorities) is amended as follows.\n(2) In subsection (13) omit “the London Fire and Emergency Planning Authority,”.\n(3) After subsection (13) insert—\n“(13A) In this section “local authority” includes the London Fire Commissioner; but nothing in this section authorises functions of the Commissioner to be discharged by a committee or sub-committee of the Commissioner.”",
