  "text": "(1) The Commissioners may from time to time grant a licence to any person to place, lay down, maintain, renew and use moorings, buoys and similar apparatus for vessels in the harbour.\n(2) A licence—\n(a) may be granted for such a period and on such terms and conditions as the Commissioners think fit; and\n(b) may relate to one mooring, or to several moorings.\n(3) The Commissioners may make reasonable charges for the grant of a licence under this article.",
