  "text": "(1) In this article, “harbour operations” has the meaning given by section 57 of the 1964 Act.\n(2) The Commissioners may lend money for the purposes of the harbour to—\n(a) any subsidiary of the Commissioners; or\n(b) any person carrying on or proposing to carry on harbour operations or any business in the harbour.",
