  "heading": "Vessels adrift",
  "text": "(1) If a vessel is adrift in the harbour, the following person is guilty of an offence and liable on summary conviction to a fine not exceeding level 4 on the standard scale—\n(a) if the master is on board the vessel, the master;\n(b) otherwise, the owner.\n(2) It is a defence for the person charged with an offence under paragraph (1) to prove that the vessel did not become adrift as the result of any neglect or default on the part of that person.",
