  "text": "(This note is not part of the Order)\nSection 118 of the Postal Services Act 2000 provides that on a day appointed by the Secretary of State all the property, rights and liabilities of the Post Office Users' National Council shall transfer to the Consumer Council for Postal Services (established under that Act). This Order sets the 1st January 2001 as the appointed day for this purpose.",
