# The Postal Administration Rules (Northern Ireland) 2021, Introduction: Introductory text

The Department of Justice makes the following Rules in the exercise of the powers conferred by Article 359 of the Insolvency (Northern Ireland) Order 1989 and subsections 73(3) and (4) of the Postal Services Act 2011, with the concurrence of the Department for the Economy and in relation to those Rules that affect court procedure, with the concurrence of the Lady Chief Justice of Northern Ireland, under Article 359(1A) of that Order.
