  "text": "In this Part—\n(a) “progress report” means a report including the matters specified in Rule 35(2); and\n(b) “final progress report” means a progress report which includes a summary of—\n(i) the postal administrator’s original proposals;\n(ii) any major amendments to, or deviations from, those proposals;\n(iii) the steps taken during the postal administration; and\n(iv) the outcome.",
