  "text": "Paragraph 103 (appointment of additional administrators) is to have effect as if—\n(a) in sub-paragraph (2) the words from the beginning to “order” were omitted and for paragraph (a) there were substituted—\n“(a) the Secretary of State,\n(aa) OFCOM, or”,\n(b) after that sub-paragraph there were inserted—\n“(2A) The consent of the Secretary of State is required for an application by OFCOM for the purposes of sub-paragraph (2).”, and\n(c) sub-paragraphs (3) to (5) were omitted.",
