  "text": "(1) Section 16 (consumer consultation) is amended as follows.\n(2) In subsection (1)(b), at the end insert “ (other than postal services) ”.\n(3) In subsection (3)—\n(a) in paragraph (c), for “any such services or facilities” substitute “ a service or facility mentioned in subsection (4)(a) to (e) ”, and\n(b) in paragraph (e), for “such services or facilities” substitute “ services or facilities mentioned in subsection (4) ”.\n(4) In subsection (4)—\n(a) omit “and” at the end of paragraph (d), and\n(b) after paragraph (e) insert—\n“(f) postal services.”\n(5) In subsection (13), in paragraph (a) of the definition of “domestic and small business consumer”, for “any such services or facilities” substitute “ a service or facility mentioned in subsection (4)(a) to (e) ”.",
